From Townsville to Tuvalu, from Nillumbik to the Northern Territory, impacts of climate change on our health include potential for increased prevalence of many other conditions: heat illness, asthma, heart disease, anaemia, injuries, and other infectious diseases including diarrhoea. Many of our water sources will become undrinkable. Climate change has even been linked to depression.

A report released today has demonstrated that Victoria’s global health sector is at the forefront in responding to the region’s most alarming diseases.
The Global Health Alliance Melbourne was established in 2016 under the leadership of the Hon. John Brumby AO, and facilitates partnerships between a diverse mix of organisations – from universities to hospitals to international non-government organisations (INGOs).

In 2017, the Australian Government introduced a package of Bills that it said would address foreign interference in Australian politics.
From the university sector, to charity groups, to free speech think tanks, to the journalists’ union, there is widespread concern about this package of bills. The Foreign Influence Transparency Scheme Bill, for example, would require groups to register every time they undertake communications or lobbying activities on behalf of or with the knowledge of a ‘foreign principal’.

Submission into the Foreign Interference Transparency Scheme
Global Health Alliance Melbourne wishes to draw to the attention of the Committee what we believe to be the significant unintended consequences of the proposed Bills on the health promotion, international development and medical research activities of our member organisations.
These unintended effects result in part from the incompatibility of the self-registration regime of FITS with the requirements of many international charitable organisations which provide funding to our members (without directing our members’ activities).

Partnership principles for non-aboriginal organisations
The Global Health Alliance Melbourne is proud to support and promote the partnerships principles that were developed by the Aboriginal Peak Organisation in the Northern Territory, which are designed to guide the development of a partnership-centred approach for non-Aboriginal organisations engaging in the delivery of services or development initiatives in Aboriginal communities in the Northern Territory. These principles have Australia-wide relevance and application.
Media Release: Foreign Donations bill will make Victorians sick!
In Federal parliamentary hearings in Melbourne today, the Global Health Alliance – a partnership of organisations working in global health – warned that new foreign donation laws could compromise crucial international medical research partnerships and health promotion work.
Executive Director, Mischa Coleman, told the Committee that the health of Victorians could be put at risk. “Under this Bill, Australian scientists who get international philanthropic funds for their work may not be able to use those funds to tell the public about their findings,” Coleman said.

New plan concerns charities
Charities, NGOs and research groups are unhappy about the Federal Government’s proposed foreign donations crackdown. The Government says its new laws will help fight foreign espionage and interference. It wants to create a new offence that would make it illegal to covertly interfere with Australian politics on behalf of another country, coupled with a new register for foreign lobbyists, and a ban on political donations from overseas. Charities say they will be caught in the crossfire.

Household-name charities receiving overseas funding would be prevented from advocating for social and environmental causes if their activity is deemed political, under a Turnbull government plan.
